a cup of ginseng tea

I was at the store today and couldn’t resist buying a small box of ginseng tea to pamper myself on a rainy afternoon.
It’s the same brand as the box I got in a gift hamper from a friend. But somehow the pack seems smaller and the tea doesn’t taste quite as good.
Not sure why. Maybe I got over-enthusiastic and added a tad too much hot water. There are no instructions on how much water to add. Even when there are instructions, they usually say to use a cup of water.
That’s so vague. What kind of cup - small or big? Wouldn’t it make more sense to just specify how much water instead?
